President's Message
As summer quickly winds down, MATCP continues to move forward at full speed. Reflecting on the past few months, our dedicated board and membership have accomplished a tremendous amount to advance treatment court programs across Michigan.
Summer Milestones & Recent Activity
Executive Committee Retreat: Held at the end of June in East Lansing, our leadership gathered to set strategic priorities, streamline operations, and chart the course for the upcoming year.
Legislative Action: We maintained an active watch on state FY27 budget developments, advocating tirelessly for resources that support our state's treatment courts and the communities we serve.
RISE26 Conference: It was a privilege to connect with so many Michigan treatment court professionals during our dedicated state meeting at RISE26 in Nashville this July, fostering collaboration on a national stage.
Upcoming Fall Training Schedule
UP Training (September 11): Hands-on learning tailored specifically for our upper peninsula and northern lower peninsula treatment courts.
Coordinators, Case Managers & MCJE Conference (October 29-30): Targeted, role-specific sessions to refine operations and improve participant outcomes.
Regional Training (November 9): Localized education provided to three northern Michigan treatment court teams on standards and best practices.
Thank you for your tireless dedication to transforming lives and strengthening Michigan’s communities. Your hard work inspires everything we do, and I look forward to connecting with many of you at our fall events as we continue this vital work together!

Committee Updates
Legislative Committee
With the help of our government policy advisors, Bel Martin and Meghann Keit-Corrion, at Dykema, MATCP continues to serve as a voice for Michigan’s treatment courts within the state legislature, tracking policy developments and maintaining a presence in legislative discussions.
Current committee focus areas include:
Monitoring treatment‑court‑related bills
Advancing policy positions aligned with MATCP’s mission
Coordinating with state and local partners
Bills impacting treatment courts on our radar:
HB 4070 & SB 81 Michigan indigent defense commission expand to include indigent defense of youth (MATCP supports). NOTE: SB 81 was signed into law and became Public Act 70 on July 29, 2026.
HB 5537 prohibit kratom (MATCP supports - please see our Support HB 5537 advocacy page)
HB 6028 & HB 6029 modify veterans treatment court; require consideration of veteran status in sentencing
HB 4535 eligibility for mental health court; modify
SB 580 allows discretion in waiving 45-day revocation for restricted license in a treatment court
FY27 Budget $250,000 to support higher than anticipated costs for newly established programs.Drug Treatment Courts: $13,423,400 (up from $13,266,700 in FY26)Mental Health Courts: $5,855,700 (up from $5,779,400 in FY26)Veterans Treatment Courts: $1,089,300 (up from $1,061,200 in FY26)
