Part 1: The Past, Present and the Future of Treatment Courts Remaining Effective in Changing Times

We live in changing times: Legislatures and the public are eager for “Justice Reform.” Marijuana and other drugs have become legal, while other drugs have become evidence-based treatment for substance use disorders. Defendants can reject probation. The COVID-19 pandemic has changed court processes, some positive, some negative. Target populations and risks and needs have changed approaches to rehabilitation. How, amidst the whirlwind of change, can treatment courts remain relevant and effective? Judge Patrick Bowler will discuss the past, present, and future of treatment courts.

Judge Bowler brings 25 years of experience as a treatment court judge, educator, and consultant for treatment courts throughout the country and he has been recognized nationally as a leader in the treatment court revolution. He will offer frank and honest appraisals as to present failures and the rocky road ahead for treatment courts.


​Goals and Objectives:
  • Discuss how treatment courts became a ‘revolution in the criminal justice system’ and how the history of treatment courts can serve as a catalyst for continued success in the future.
  • Discuss the necessity of treatment courts keeping up with changes in the law and changes in society to maintain their relevance and effectiveness.
  • Discuss how the practices of some treatment courts make them questionable as true treatment courts and why that is important.
  • Examine certain critical areas where treatment courts must elevate their practices to maintain the standards for success and continue to achieve their goals of improving public safety and saving lives.
  • Discuss how true justice reform requires the systemic adoption of the treatment court movement into the criminal justice system.

Speakers

​Hon. Patrick C. Bowler, ret.
Judge Patrick Bowler is an honors graduate of both Michigan State University and the Detroit College of Law.  Judge Bowler practiced as an active trial attorney and served as an adjunct law school professor teaching criminal Law and procedure at Michigan State University School of Law and Cooley Law School.  He is past president of the Grand Rapids Bar Association. Judge Bowler was elected to the District Court in Grand Rapids, MI, where he served for twenty-four years, establishing drug treatment and DWI courts.  Judge Bowler has served on the faculty of the National Drug Court Institute and as a consultant to treatment courts for the last twenty years, presenting on the establishment of treatment courts and best practices across the country. He has presented on a variety of constitutional and judicial leadership issues, including the role of the judge as gatekeeper of expert witness testimony.  Judge Bowler is past president of the  Michigan Association of Treatment Court Professionals and  continues to serve on the Board of Directors. In 2017 Judge Bowler was awarded the National DWI Court Leadership Award for his work with DWI Courts. He presently serves as the Michigan Judicial Outreach Liaison, presenting on issues of public safety and judicial leadership.
